California has the highest rate in the US of ex-prisoners re-offending (70%). The prisons are so crowded that the Supreme Court says they represent cruel and unusual punishment and will require the state to release prisoners. Seems like a ripe opportunity for a Pay For Success contract modeled on the UK effort to reduce re-offending rates.
